As a player, you are a citizen of the Sprawl. You can do whatever you want.
Do jobs to earn money...
Deliver pizza, fight fires, hunt down illegal street racers, and many more...
Climb the corporate ladder to earn even more money!
Spend your earnings on stuff...
Impress friends and strangers with your fancy clothes.
Buy a garage full of vehicles. Trick them out.
Buy a home. Decorate and furnish it. Invite people round.
Take part in the democratic process...
Vote on the rules and choices that exist for your district.
Make the laws, break the laws, enforce the laws.
Or just, y'know, hang out.
Your representation in the Sprawl will be as follows:
You'll have an Avatar, the 3d human representation of you. Your Avatar can walk around exteriors and interiors, chat and hang out, get run over by careless drivers, etc.
Your base Avatar will be you in your underwear. You'll be able to buy and wear Clothes. Some Clothes will be job-specific and will give you advantages when matched with the job you are doing.
You'll have Vehicles. You can drive them around the city.
You can have as many as you want, and each will be bound to a particular job and allow you to do that job when you are driving it.
Vehicles can be upgraded when you buy Vehicle Parts, to be better, tougher, faster. They can also be customized with Paintjobs.
You'll have a Home. This will be a physical address in the city. It can be anything from a fleapit motel room to a luxurious mansion. It has an interior where you can hang out with your friends.
Homes can be customized with Decor, which includes all sorts of furniture, rugs, art, etc. If you want to squeeze a white grand piano or a mechanical bull into your tiny studio apartment, have at it.
